In a bowl, sift together the flour, baking soda, chocolate chips, and salt.
In another bowl, cream together the brown sugar, granulated sugar, oil, water, and almond extract (or vanilla).
Add the liquid mixture to the flour mixture and combine until it forms a cookie dough.
Make 2-inch balls and place them on a cookie sheet lined with parchment paper. Freeze for 30 minutes.
Preheat the oven to 375°F (190°C) and bake for approximately 10 minutes, rotating the cookie sheet halfway through.
Let the cookies cool on the baking sheet or on a wire rack. They will continue to cook slightly after being removed from the oven and will remain soft.
